China’s NMPA finalized the requirements for children’s cosmetics on October 8, 2021.

The National Administration of Medicinal Products (NMPA) of China issued Notice No. 123, Arrangements for the Supervision and Administration of Children’s Cosmetics, on October 8, 2021. These recently published regulations include 22 articles. The following requirements are highlighted:
Children’s cosmetics refers to the products used for children under 12 years of age with the function of cleansing, moisturizing, body powder and UV protection. Products with descriptions such as “applicable to the general population”, “used by the whole family” and other similar formulations or presentations, which involve children as potential users of the product, should be considered. like children’s cosmetics
Children’s cosmetics must be labeled with a mark stipulated by the NMPA on the display panel of the sales package. This mark is specifically required on children’s cosmetics. Cosmetic products intended for other consumers do not need to be labeled with this mark. The mark will be published by the NMPA later
In addition to the general requirements for cosmetic products, the warning “used under adult supervision” preceded by “warning” or “caution” must be included on the visual panel of the packaging.
The principle of the design of children’s cosmetics formulas should follow the priority of safety, efficacy, necessity and minimalism of the formulas. New ingredients during the monitoring period, raw materials prepared by new technologies such as genetic technology and nanotechnology, should not be used
The âfood gradeâ, âedibleâ or food-related presentation (including its physical state, odor, appearance, etc.) should not be used in cosmetic products for children.
This new regulation is applicable to toothpastes intended for children
These new regulations will come into effect on January 1, 2022, with the exception of new labeling requirements for children’s cosmetics – which will come into effect on May 1, 2022.
From 1 May 2022, the notifier or registrant of cosmetic products for children must comply with the labeling requirements of this Regulation. If children’s cosmetics were notified or registered before May 1, 2022, the notifier or registrant must update the product label in accordance with this new requirement by May 1, 2023.
